Practice Build — Phase 1 and Phase 2 Tools

Updated 2026-09-11 based on S-2026-09-11-weekly-briefing — the Redstrata Knowledge Base solution design was delivered for Paul’s approval; its open decisions and the enrolment-gated ISO 42001 course build are routed to Open questions / blockers as the current binding items on the practice-tooling side. Updated 2026-07-24 based on S-2026-07-24-weekly-briefing — with toolkit (Month 1–2) and credential path running ahead of schedule, the weekly synthesis flags demand generation as the emerging binding constraint; routed to Open questions / blockers. Updated 2026-07-17 based on S-2026-07-17-iga-toolkit-build-plan — the IGA toolkit now has a sequenced build plan: scope confirmed by Paul (core six IGA tools + offer one-pager; Phase 1 universal tools and pathway artefacts out of scope), three build waves aligned to the 6-month transition plan, a ready-to-run Claude brief per tool, and a universal 8-point QA gate. Plan and work-breakdown record saved to _ClaudeWorkspace\04 Ai and Data services\ (IGA_Toolkit_Build_Plan_2026-07-17.docx/.md, IGA_Toolkit_Build_Work_Breakdown_2026-07-17.md).

Why this project exists

Build the operating tooling for Paul’s independent specialist practice — universal Phase 1 tools used across all four service lines, then service-specific Phase 2 tools — plus the daily knowledge-building routine that compounds into the wiki [S-2026-03-17-paul-practice-build-plan].

Current state

IGA toolkit build (2026-07-17): build plan in place per S-2026-07-17-iga-toolkit-build-plan — Wave 1 (Aug 2026): findings & actions register (Excel workbook combining findings register + management response/action tracker), assurance scope & ToR template (Word), assurance report template (Word), differentiating offer one-pager (Word→PDF); Wave 2 (Sep 2026): interview guide set and document review checklist; Wave 3 (Nov/Dec 2026): v2 after pilot + ISO/IEC 42006-aligned methodology write-up. Build status (2026-07-17, later same day): Briefs 1–6 executed — all six Wave 1/Wave 2 tools built as v1 and passed per-tool QA plus the universal 8-point gate. Outputs in _ClaudeWorkspace\04 Ai and Data services\IGA Toolkit v1\ (findings & actions register + shared spec, ToR template, assurance report template, offer one-pager, interview guide set, document review checklist); standalone build prompts in ...\IGA Toolkit Briefs\. Brief 7 (toolkit v2 + ISO/IEC 42006-aligned methodology) not started — blocked until pilot lessons exist. Detailed status and QA notes in IGA_Toolkit_Build_Work_Breakdown_2026-07-17.md [S-2026-07-17-iga-toolkit-build-plan].

Phase 1 Priority Tools (build first — universal):

  1. Client Discovery Questionnaire (Word, 1–2 pages, reusable across all four service lines).
  2. Data Governance Maturity Assessment Tool (Excel, 5-level scale × 8 dimensions: ownership, policy, quality, lineage, metadata, tooling, culture, operating model; automated scoring and heat map).
  3. AI Governance Maturity Assessment Tool (Excel, aligned to EU AI Act and SS1/23 / SR 11-7; dimensions: risk classification, model inventory, lifecycle controls, 1LoD / 2LoD coverage, explainability, incident management).
  4. Governance Assurance Report Template (Word — executive summary, scope and methodology, findings register (risk-rated), recommendations, management response, appendices).
  5. Regulatory Requirements Mapping Template (Excel — BCBS 239 / EU AI Act / DORA → controls, evidence status, gap rating, remediation owner) [S-2026-03-17-paul-practice-build-plan].

Phase 2 Tools (service-specific):

For Service Line — Governance Framework Design:

  • Governance design workshop facilitation guide.
  • Governance operating model design document template.
  • Implementation roadmap template.

For Service Line — Programme Governance Specialist:

  • Programme governance framework template (ToR, committee structure, RACI).
  • Programme governance health check scorecard.
  • Programme reporting pack template (weekly / monthly).

For Service Line — Regulatory Readiness and Evidence:

  • BCBS 239 evidence pack (pre-structured by principle).
  • EU AI Act compliance evidence pack (pre-structured by obligation tier).
  • DORA evidence pack (ICT risk and third-party governance).
  • Pre-examination briefing template.

For client communication:

  • Engagement letter template.
  • Status report template.
  • Engagement closure report template.

Daily Knowledge-Building Routine (15–20 minutes):

  • 10-minute morning scan rotating through EBA / FCA / BIS / EU AI Office / LinkedIn.
  • 2-minute capture using “REGULATORY INSIGHT [date]” template ending in service-line tags.
  • Friday weekly synthesis: 3 bullets — what moved, what’s new, what to watch.
  • Consistent tags: #regulatory-intelligence, #market-intelligence, #AI-governance, #data-governance, #framework-development, #tool-development, #client-ready [S-2026-03-17-paul-practice-build-plan].

Decisions made

  • 2026-03-17 — Four-week build sequence locked: Week 1 Foundation; Week 2 Core Tools; Week 3 Regulatory Readiness; Week 4 Programme Governance [S-2026-03-17-paul-practice-build-plan].
  • 2026-03-17 — Five Knowledge Base Domains identified: Regulatory Intelligence; (service-line enablement, covered in service-line pages); Assessment & Diagnostic Tools; Regulatory Evidence & Assurance Packs; Market & Competitive Intelligence [S-2026-03-17-paul-practice-build-plan].
  • 2026-03-17 — Daily capture routine adopted (the corpus itself is evidence the routine is being executed).
  • 2026-07-17 — IGA toolkit build scope confirmed by Paul: core six IGA tools + differentiating offer one-pager only; Phase 1 universal tools and the ~30 AI assurance pathway artefacts deferred. Findings register and management response/action tracker to be built as one linked Excel workbook. Build order: register first (defines the rating scale and dimension list reused verbatim by report template, interview guides and document review checklist). Why: matches the transition plan Months 1–2 exit criteria and the research direction that these tool sets are what makes fixed-fee viable [S-2026-07-17-iga-toolkit-build-plan].

Open questions / blockers

  • Build status of individual Phase 1 and Phase 2 tools — corpus does not record completion against the four-week plan. (2026-07-17) Partially addressed for the IGA toolkit: the build plan’s record-keeping rule now requires each build session to update this page, the work-breakdown status table and Open Brain on completion [S-2026-07-17-iga-toolkit-build-plan]. Phase 1 universal and remaining Phase 2 tools still untracked.
  • ⚠️ Internal tension between Constraints non-goals (no thought leadership / no frequent posting) and the daily public-facing-style regulatory-intelligence routine — surfaced on Independent Specialist Positioning.
  • 2026-07-24 (weekly briefing) — emerging constraint: with the IGA toolkit (Month 1–2 exit criteria) and the PECB credential path both ahead of schedule, the binding constraint is shifting from building capability to generating engagements; no client, pipeline or outreach captures appeared this week. Opportunity: deliberately capture early relationship and Corlytics-meeting movement so the demand side is not under-represented as the build side matures [S-2026-07-24-weekly-briefing].
  • 2026-09-11 (weekly briefing) — Redstrata Knowledge Base design awaiting decisions: the KB solution design was delivered for Paul’s approval but nothing has been built; the signal layer (daily-signal push + weekly digest) cannot go live until the open decisions are settled — dedicated domain vs moving redstrata.com DNS to Cloudflare; notification threshold and cap defaults; watchlist seed; and housekeeping (a duplicated PECB project-page body and eleven zero-byte root stubs). The ISO/IEC 42001 Lead Auditor course build inside the KB is deliberately deferred until Paul enrols with a provider (tracked on PECB ISO 42001 Lead Auditor Certification) [S-2026-09-11-weekly-briefing].
  • 2026-09-18 (weekly briefing) — Redstrata KB build now in flight: solution design v1.1 was approved 13 Sep and a 55-task, 5-phase build is proceeding; the dedicated-domain decision is now settled (a new domain will be registered rather than moving redstrata.com DNS). The ISO/IEC 42001 Lead Auditor course build inside the KB remains deferred until Paul enrols with a provider (tracked on PECB ISO 42001 Lead Auditor Certification). Signal-layer go-live now turns on build progress rather than open design decisions [S-2026-09-18-weekly-briefing].

  • 2026-07-17 (later) — IGA toolkit v1 built: Briefs 1–6 executed via orchestrated Claude agents same day; all six tools passed QA. Register-first dependency honoured (rating scale + 9-dimension list fixed in IGA_Toolkit_Shared_Spec.md and reused verbatim across report template, interview guides and document review checklist — verified programmatically). Brief 7 deferred to post-pilot [S-2026-07-17-iga-toolkit-build-plan].
