What it claims
On 16 April 2026 the EBA published a draft technical package for version 4.3 of its reporting framework, covering anti-money laundering (AML) and third-country branches (TCB) reporting, with the final technical package scheduled for publication in June 2026. The package is the machine-readable reporting infrastructure — it includes validation rules, the Data Point Model (DPM) and XBRL taxonomies, and a new glossary. It introduces two new reporting streams:
- New ITS on the supervisory reporting of third-country branches, under Article 48l(1) of the Capital Requirements Directive (CRD); first reference date 31 March 2027.
- DPM and taxonomy supporting the methodology to identify obliged entities that will fall under the direct supervision of the Anti-Money Laundering Authority (AMLA); first reference date 31 December 2026. To be read together with AMLA’s templates/instructions for its testing and calibration exercise.
The early (draft) release is intended to give institutions additional implementation time and to let the EBA gather feedback ahead of finalisation; stakeholders were invited to comment on the draft package and glossary by 10 May 2026. The EBA disclaims that the final package will add elements not yet covered, notably two AMLA tables (AML.01.01 and AML.01.02) and further AML validation rules. This sits alongside the wider EBA supervisory-reporting simplification package (consultation open to 10 July 2026), part of the Joint Bank Reporting Committee (JBRC) integrated-reporting initiative built on DPM 2.0 standards and DPM Studio.
Notable quotes
“The final technical package for Reporting Framework 4.3 will be published in June 2026 and will reflect any necessary amendments following stakeholder review.” — EBA news & press, 16 April 2026
What’s speculative vs. asserted
- Asserted (official EBA page): the 16 April 2026 draft release; the AML + TCB scope; inclusion of DPM/XBRL taxonomies, validation rules and glossary; the 31 March 2027 (TCB) and 31 December 2026 (AMLA-identification) first reference dates; the 10 May 2026 comment deadline; the June 2026 final-package schedule.
- Not yet sighted: the final June 2026 package contents, including the additional AMLA tables and validation rules the disclaimer references.
- Practitioner read (not in source): for data-governance and regulatory-readiness work, the value here is the machine-readable data-dictionary / taxonomy layer that firms map their reporting data lineage to — relevant even where the AML/TCB subject matter is outside a given engagement’s core scope.
Topics this feeds
- EBA — European Banking Authority — adds a reporting-framework / data-dictionary milestone to the EBA’s integrated-reporting and data-centralisation posture.
Open questions raised
- What does the final June 2026 4.3 package add beyond the draft (the AMLA tables AML.01.01 / AML.01.02 and AML validation rules)?
- How does Reporting Framework 4.3 interact with the broader supervisory-reporting simplification package (≈50% data-point reduction) due to apply from September 2027?
